Jubilee Elementary School is a Title I “Schoolwide” Program

Title I is a federal program designed to help students in our nation’s schools.  In accordance with the Every Student Succeeds Act of 2015 (ESSA) and Title I, the goal is to help all children be successful at school.  Schools in communities that meet the requirements use Title I funds to benefit the entire school.  This type of program is known as a school-wide program. Title I school-wide programs use Title funds, along with other local, state, and federal funding to serve all students in the school. Individual students are not identified as participating in the Title I program.

Some of the benefits we may offer students include a weekly after-school math and/or reading tutorial program, tutoring during school hours, summer reading and/or math programs, a summer library program, parenting education workshops/meetings along with other educational resources.

Effective schools are the result of a dedicated faculty and staff working together with families and the community to share in the success of all students at school.  Increased student self-esteem occurs when parents and teachers collaborate to ensure learning takes place at the school, in the home, and in the community.

Parent Right-to-Know

In accordance with the Title I program and the Every Student Succeed Act of 2015 (ESSA), parents, through the Right-To-Know provisions, may request information regarding the professional qualifications of their child’s teacher(s) or the qualifications of paraprofessionals providing services to their child.  In addition, parents will be provided information about their child’s level of achievement on any state academic assessments.

No student should arrive before 7:20 AM.  No one is on duty to supervise students before then. Upon arrival at school, students report to the cafeteria if they are eating breakfast or go directly to their homeroom. Instructional time begins at 7:50. Students not in their room when the second bell rings will be counted as tardy.  Those students must report to the office for a tardy pass.  A parent or guardian MUST come to the school office to check in the student when he/she arrives after the second bell.

When school is dismissed, students should go directly to the loading zone for cars or to the bus they ride.  Students should not walk around the school campus unsupervised.

7:20 a.m.- Carline/Buses begin unloading

7:50 a.m.- Opening Morning Bell

8:00 a.m.- Final Morning Bell

2:55p.m.- First Afternoon Bell- Carline Begins; 1st Wave of Buses; Daycare/Van Rider

3:05 p.m.- Second Afternoon Bell- 2nd Wave of Buses; Daycare/Van Rider

3:10 p.m.- Third Afternoon Bell- After School Care, Walkers/Bike Riders

Every child between the ages of 7 and 16 years of age is required by law to attend school. The Baldwin County Board of Education believes that students should be in attendance and on time for school.

• Excused Absences: A written note from parents or guardians will excuse absences for up to, but not exceeding, nine (9) absences. After an absence, the parent/student has three (3) days to turn in an excuse to the teacher or office. Future absences beyond 9 days for illness will require a doctor’s note in order to be excused. The following absences shall be considered excused absences, provided that in each instance parental confirmation of the reason for the absence has been received: student illness; illness or death in the immediate family; inclement weather which would be dangerous to the life or health of the pupil if he/she attended school; legal quarantine or emergency condition as determined by the superintendent or principal; permission of the principal and consent of parent (i.e., absence to observe traditional religious holiday). Parents are required to explain in writing all absences. An excused absence permits work to be made up.
   
• Unexcused Absences: A student may not exceed nine (9) unexcused absences per class per academic year. If a student misses more than half of a school day, a full absence will be accumulated.  A student and a student’s parent/guardian shall be given written notice when a student’s unexcused absences exceed two (2) days. The student can be retained if unexcused absences exceed nine (9) unexcused absences per year. If the maximum number of unexcused absences is exceeded, the student and parent/guardian may petition the Attendance Committee for review of the reasons for the absences. Petition for review by the Attendance Committee at the school can be filled-out at any time after notification, but in any event, no later than 20 calendar days before the final day of the academic year. The Attendance Committee shall review the student’s entire attendance record and documented excuses to determine whether to allow the student to pass.
   
• Tardies: Students arriving after 8:00 a.m. must check in through the office and receive a late pass. Tardy students must be accompanied to the office by a parent/guardian for check-in. Parents should not be overly concerned with tardies in the opening weeks of school as traffic pattern schedules develop. On severe weather mornings, the principal will use discretion in determining if tardies will be taken.
   
• Early Dismissal:  Please try to avoid situations that cause students to miss time at school.  Only legal guardians or designees of legal guardians may check a child out of school.  I.D. will be required.  Your student will not be called from class until the adult is present and the student is checked out.  Early dismissals must be before 2:30 pm and are discouraged unless emergencies exist.  If your child returns to school after an appointment, they must be checked in through the office.
   
• Check-ins: If a student checks in after 11:30 a.m. he/she will be considered absent for the day. 

All visitors must have ID in hand, push button on call box, show us both face and ID and state reason for visit.  We will then grant entrance into the office where the visitor can obtain a visitor’s badge before they enter the school.  We welcome visitors at appropriate times.  Generally, personnel in the office can take care of forgotten lunches, books, etc. 

ENTERING STUDENTS AND WITHDRAWING/TRANSFERRING STUDENTS

KINDERGARTEN REGISTRATION- Students must be 5 years old on or before September 1 to be eligible to attend public Kindergarten. September 2nd is the final eligible day.  Parents should register their child at the school serving their attendance zone.  Parents or guardians are encouraged to bring their child when they register.

Records requested for registration include:

• Certified Birth Certificate (age verification)
   
• Social Security Card (optional)  
   
• Two (2) Proofs of Residency in the name of parent or guardian with physical address (examples: current utility bills, residential lease, garbage bill, current cable bill). Driver’s license and cell phone bills are not considered Proof of Residency.
   
• State of Alabama Certificate of Immunization (IMM-50) or an IMM-52 Certificate of Religious Exemption. Forms may be obtained from local physicians or from the Baldwin County Health Department (BCHD). The Baldwin County Health Department is located at 23280 Gilbert Drive, Robertsdale, Alabama, 251-947-1910

Change of Address and Phone Number:  It is important that you inform the office IMMEDIATELY when you change your address, telephone number, place of employment or emergency contacts.  Please send those changes to your child’s homeroom teacher in writing to be forwarded to the office or send any changes to our Registrar, Jennifer Tillman at jltillman@bcbe.org.

Our lunchroom offers well-balanced meals to students on a daily basis. The menus are located on the BCBE website.  Should lunch be brought from home, parents should not send carbonated beverages or candy as part of a child's lunch.  

The Child Nutrition Program of the Baldwin County Board of Education uses the PCS Revenue Control System throughout the county in all their school cafeterias.  This system is accessed by all students with a keypad and personal identification number (PIN) as they go through the cafeteria line. 

Students may bring money each day to pay for a la carte items, although parents are encouraged to place funds in their student’s account in advance. Accounts will be debited at the point-of-sale.  Prepaid money sent in advance may be used by the student for any purchase in the school cafeteria. Each student will receive a PIN that will remain the same until that student leaves the Baldwin County School System.  Any money that is left in the account at the end of the year will be available at the beginning of the new school year in the student’s account.  Remind your child not to share their PIN with other students.

Checks must be made only for the amount that is going into your cafeteria account.  Do not include money for field trips, book fairs, etc. with your child’s cafeteria money.  No change can be given from a check and we are not allowed to cash checks for anyone.  Checks may be made for a maximum amount of $500.00 at a time.

Students may bring a snack or purchase from our canteen.  Candy and carbonated beverages are not allowed at school for break or as part of lunches.  Break time is a privilege not a requirement.

Students should leave items that do not pertain to instruction at home. These items can be lost, taken, or damaged.  They also can be an educational distraction.  It is a student’s responsibility to keep track of his/her watch, purse, jewelry or glasses.  Expensive jewelry should be left at home. No electronic devices that can send text messages, emails, receive calls or take pictures/videos are permitted for use during the school day per state law.  No spinners or slime allowed.

Identification of Property:  Be sure that your child’s name is written in his/her books and all other property that is brought to school.  This includes sweaters, coats, etc. 

Lost and Found:  The school maintains a lost and found in the gym and at the entrance of the cafeteria.  Please feel free to look for your child’s misplaced items after signing in at the office.  Unclaimed items are given to charity.

All Attire

1. No pictures, emblems, or writings on clothing that: 
   1. Are lewd, offensive, vulgar or obscene, 
   2. Advertises or depicts tobacco products, alcoholic beverages, drugs or any other illegal substance, or
   3. Contains fighting words or incites criminal activity; or 
   4. Can reasonably be expected to cause a material or substantial disruption of, or interference with, normal school operations. 

Tops 

1. Tops that reveal the body in an inappropriate manner are not permitted. This includes but is not limited to mid- driffs, crop tops, bare at the sides, sundresses, “spaghetti strap” type tops, racer backs, off-the-shoulder tops, low-cut front or low-cut tops
2. No cut off/crop tops. (No midriff can be showing)
3. No sleeveless garments.
4. No see-through garments.
5. Designed so that the neckline does not reveal cleavage.
6. Designed to cover all undergarments.
7. Fit properly- no oversized or overly tight tops. 
8. No tank top/undershirt can be worn as a shirt. 

Shorts

1. Length should be at fingertip/hand or mid-thigh, whichever is longer.
2. Fit properly- no oversized or tight shorts.
3. No spandex, biker, or see-through shorts.
4. Must be hemmed and not rolled up 

Dresses

1. Length should be at fingertip or mid-thigh, whichever is longer.
2. Splits may not exceed (3) inches above the top of the knee. 

Pants 

1. Proper fit- no sagging or baggy fit: worn at the waist. (No pajama bottoms)
2. No see through or spandex legging pants.
3. Pants that are too tight or allow for exposure of undergarments are not permitted.
4. Leggings, yoga pants, and other tight fitting, spandex or lycra based pants must be worn with an acceptable top that covers the private areas of the body.
5. Leggings/tights may be worn only under shirts and dresses of appropriate length so that the buttocks and private area are covered.
6. No holes in jeans in inappropriate areas (length rule); Pants or Jeans may only have holes at the knee or below. Pants or Jeans that have holes above the knee are not allowed, unless there is material beneath the holes
7. Sweat pants and warm-up suits will be allowed.

Shoes

1. Must be worn at all times, fastened properly.
2. *Classes may require certain shoes and/or prohibit certain shoes for safety reasons. Ex. P.E., Chemistry.
3. No bedroom slippers.
4. For elementary school students, no open toed or open heeled shoes may be allowed for safety reasons (i.e. no Crocs). 

Accessories

1. Students may not wear hats or head coverings in school buildings or on school premises. This includes but is not limited to bandanas, athletic headbands, headscarves/hair wraps, hoodies, and other forms of headgear or hair covering.
2. Exceptions include:
   1. Head gear used as part of a uniform such as the JROTC cap, band uniform hats and athletic headgear worn with a uniform on the playing and practice fields are allowed.
   2. Religious purposes, which have been approved prior to wearing.
   3. During extreme cold weather, students will be allowed to wear toboggans outdoors on campus.
3. Other than safety-related accessories for safety related purposes, accessories such as masks, hats, caps, sweatbands, or other head covering will not be worn in building; No gang related clothing/items will be allowed.
4. Students must cover and/or conceal any court and/or law imposed tracking and/or monitoring devices.

Nurses:  The school nurse provides several opportunities throughout the school year to educate, screen, and evaluate the students in Baldwin County. These programs include, but are not limited to, control of communicable disease, hand washing, vision, hearing, dental screening, and health and hygiene classes.  Scoliosis screening is provided for grades 5-9 (ages 11-14) as required by state law

Disciplinary actions dealing with threats, whether deemed serious or just joking, should be handled consistently by administrators throughout our district.  Specifically, actions that create panic, fear and chaos should not be tolerated at any grade level.

Kindergarten – Third Grade

• 1^st occurrence – 2 day suspension. 
  • Call parents for a re-entry conference. Notify SRO.
  • School counselor meet with all students involved.
  • Check digital history on Chromebook or laptop.  If concerns are evident, notify IT for a deeper investigation.
  • Notify parents of other students (victims) involved in the situation.  Let them know the incident has been investigated and handled accordingly.
     
• 2nd occurrence – 5 days suspension.
  • Re-entry conference with parents and SRO present. 
  • Offer Alta Pointe referral. 
  • School counselor meet with all students involved.
  • Check digital history on Chromebook or laptop.  If concerns are evident, notify IT for a deeper investigation.
  • Notify parents of other students (victims) involved in the situation.  Let them know the incident has been investigated and handled accordingly.
• 3^rd occurrence – Contact Assistant Superintendent or Superintendent for additional guidance.

Fourth – Six Grades

• 1^st occurrence – 3 days suspension. 
  • Re-entry conference with parents and SRO present. 
  • School counselor meet with all students involved.
  • Check digital history on Chromebook or laptop.  If concerns are evident, notify IT for a deeper investigation.
  • Notify parents of other students (victims) involved in the situation.  Let them know the incident has been investigated and handled accordingly.

Bullying: (BOE POLICY #6.25) a continuous pattern of intentional behavior on or off of school property, on a school bus, or at a school- sponsored function including, but not limited to, cyberbullying or written, electronic, verbal, or physical actions that are reasonably perceived as being motivated by any characteristic of a student, or by the association of a student with an individual who has a particular characteristic where the child who bullies has some advantage or power over the child who is victimized.   In today’s society, bullying has become an ever-apparent issue among students.  We maintain a zero tolerance for such actions, and we do everything possible to resolve the situation.  Please notify our school counselors immediately if you are aware of an incident.  We follow the steps outlined in the Baldwin County Board of Education Anti-Harassment Policy (See www.bcbe.org for further details and forms).​​​​​​​

School Payments:  All online payments for field trips, dues or fees must be made at www.MySchoolBucks.com. Parents and guardians will need to create their free account and associate the desired students to the account.  The MySchoolBucks mobile app is available in 3 platforms: iOS (Apple iPhone and iPad), Android, and Windows Phone. A MySchoolBucks Anywhere kiosk is available in the school office.
